The ongoing 2022 retreat for the Governing Council members of Ibrahim Badamasi Babangida University, Lapai continued with a speech, paper presentations and team exercise.
Speaking, Professor Muhammad Bashar Nuhu commended the programme and said it is an opportunity for members to exhibit their innate interest in the University.
He added that since things have changed with the era of ICT, it is good for everyone to change for good.
The first paper presentation for day-one was by Mr. Taiwo Kolawole who spoke on, “Financial Act 2021 and It’s Implication on Public Procurement”; its learning objectives, key amendments, Advantages and Implications.
Other aspects he spoke on were; the current approval, prior review, procurement method thresholds.
Speaking on Niger State Procurement Act, Framework, Project Management and the Effect to a of Monetary Threshold Circular 2022, Engineer Muhammad Sulaiman Liman of Niger State Public Procurement Board disclosed that the State law was repealed to accommodate other innovations.
He said in addition, other laws came, and these are; Niger State Fiscal Responsibility Commission, Planning Commission and Bureau of Statistics.
Engineer Liman later stressed that the objectives for the establishment
of Due-Process Unit in the State was to substantially reduce those abuses to the result in savings in the cost of capital projects and introduce sanity in the system.
Other aspects he spoke about are, commencement of the law and Essential of provisions/ components of the law.
Highlight of the programme included syndication of members into groups, anchored by Mr. Kabiyesi Tayo, a Public and Industrial Techno-Management Consultant.
